福泰镖局一夜之间被人杀光，铁飞花的义妹龙九亦遭人劫持。一切证据显示，杀人、劫持龙九的人是早已隐居民间的曾经威震江南的神捕林朝东。铁飞花料定其中必有隐情，决定将计就计，查出真相竟然与江南官场有关。
抗日战争时期，各方势力混战，民不聊生。名不见经传的小人物郑天虎（王小虎 饰）因拖欠房租与兄弟林胖子（程野 饰）跑路，被人追得走投无路之际，二人躲进一座戏楼。混乱之中偏偏又赶上军阀张大昌（张家豪 饰）突击搜查，张为人狠辣，杀人不眨眼。为了保全二人性命，戏班台柱子冯老板（陈爽 饰）挺身收留了二人。张大昌钟情冯老板，殊不知后者私下是一名革命党人，正是张大昌日常追杀的对象。走投无路的天虎和胖子死缠烂打，非要进戏班学艺，闹出了不少的笑话。 而在动乱的大时代背景下，他们不可避免被卷入家国大义的洪流中来……
